MANILA – Justice Secretary Jesus Crispin Remulla on Monday said he wanted to change the culture in several government agencies, following criticism over the supposed unprofessionalism of personnel who brought Guo back to the country.

Remulla said he is not satisfied with the explanation of the erring immigration and National Bureau of Investigation personnel.

"Hindi pa rin eh. Kailangan may apology, malaking apology ang kailangan diyan. Saka kailangan may reprimand talaga," he said.

“Hindi pupwedeng ganyan lang eh kasi wanted yan eh. Ang mga wanted yan hindi mo siini-celebrate yan. Dapat yan pag hinuli mo, hinuli mo. Hindi yung, tama na yung selfie selfie. Palitan natin yung kultura na yan, hindi dapat nangyayari yan.”

(I'm still not [satisfied]. There has to be an apology, a big apology for that. There must also be reprimand on that. It cannot be left just like that because that person is wanted. When someone is wanted, you don't celebrate that. It should be if you catch them, you catch them, not that you pose for selfies. Stop that. We should change that culture, it should not be happening.)

Photos of Guo posing alongside Interior Secretary Benhur Abalos and national police chief Gen. Rommel Marbil, as well as other government agents, drew the ire of the public and some lawmakers.

Abalos said he was unaware Guo was doing candid poses in the picture, which he said was for documentation.

President Ferdinand Marcos Jr. said the photos of government officials with Guo were part of the “selfie culture.”
