Human trafficking complaint filed against Guo

MANILA – Authorities filed qualified human trafficking complaints against suspended Bamban Mayor Alice Guo ang others before the Department of Justice on Friday.

The information filed by the Presidential Anti-Organized Crime Commission and the Philippine National Police-Criminal Investigation and Detection Group referred to the mayor as “Guo Hua Ping”.

“Lumabas ang mga ebidensya dito tulad ng fact na siya ang nag-apply dun sa dating POGO (Philippine Offshore Gaming Operations), lumabas din ang kanyang involvement doon sa lessor company, kasama na rin ang ibng ebidensya diyan tulad ng pangalan niya na lumulutang sa mga sabi-sabing dokumento na nahanap sa POGO compound,” said DOJ Undersecretary and Inter-Agency Council Against Trafficking Chairperson Nicholas Ty.

“In collaboration with PAOCC and other law enforcement agency, we are intensifying our fight against these illegal POGOs and the PNP is one with this fight, especially the PNP-CIDG,” PNP-CIDG Director Major General Leo Francisco said.



The Department of Justice said proceedings for the issuance of the International Lookout Bulletin (ILCO) against Guo were ongoing. 


“Dahil na-file na ang kaso, pina-process na namin ang ILBO, dadaan lang ito sa internal processes ng DOJ at hopefully by next week mapirmahan na ni secretary ang ILBO,” Ty said.



The complaint included 12 Chinese nationals who are officials of Zun Yuan Technology Inc., Hongsheng Gaming Technology Inc.  and Baofu Corporation, as well as former Technology and Resource Center director general Dennis Cunanan. 


“We discovered that the Zun Yuan operation actually started with one corporation which was Baofu, and then another corporation was created. All these three corporations, we believe that they are part of a grand conspiracy to commit labor trafficking,” said IACAT prosecutor Benjamin Samson.

GUO DENIES POGO TIES



Guo asserted that "having connections to companies or individuals, especially when vague, is not enough to link someone to a case, particularly one involving human trafficking,"  


She said this claim needed to be backed by substantial evidence.
 
The mayor reiterated that she had no involvement with Zunn Yuan Technology, Inc. or any other POGO.


"Since the day of the raid on March 13 until now, there has been a concerted effort to unjustly link me to the case," she said. "If concrete evidence existed, charges would have been filed against me much earlier," Guo said in a statement. 


"The principle of 'innocent until proven guilty' should prevail, and it is crucial to respect human rights and justice in all aspects of any case," she added.

DUE PROCESS


 

The DOJ assured Guo and the respondents that due process would be followed as the complaints are still subject to preliminary investigation before a panel of prosecutors.

“Itong kaso na na-file complaint pa lang ito, dadaan pa ito sa proseso sa DOJ, dadaan pa ito sa preliminary investigation kasama na si Mayor Guo na bibigyan ng pagkakaton na sabihin ang kanilang panig, wala pa ito sa korte, dadaan pa ito sa proseso at ayaw naming pangunahan ang mga prosecutors na independently magko-conduct ng preliminary investigation,” Ty said.

With the recent events involving POGO hubs, the PAOCC said other local government unit officials especially in Pampanga are coordinating with them.

“Yung ibang kaso na pwede pa nating isampa laban sa ibang respondents ay paguukulan namin ng panahon para makalikom kami ng sapat na ebidensya sa mga kaso,” said PAOCC Executive Director Gilbert Cruz said.

The human trafficking raps are the second set of complaints filed so far against Guo.

The Department of the Interior and Local Government had earlier filed administrative complaints against Guo and other municipal officials before the Office of the Ombusman.

The administrative complaints pending resolution at the Ombudsman include grave misconduct, serious dishonesty, gross neglect of duty and conduct prejudicial to the best interest of the service.
