Is Bamban Mayor Alice Guo’s real name Hua Ping Guo?

MANILA -- Is Bamban, Tarlac Mayor Alice Guo’s real name Hua Ping Guo?

This was the question of Senator Sherwin Gatchalian on Tuesday.

In a short message, Gatchalian said he came up with this deduction based on government documents.

“Alice Guo might be Guo Hua Ping who entered the Philippines on January 12, 2003 when she was 13 years old. Her real birth date is on Aug 31, 1990,” Gatchalian said.

He said the documents were provided by the Board of Investments from the Guo family's application for Special Investors Resident Visa (SIRV) and the Bureau of Immigration. He said Guo Hua Ping's registered mother under the SIRV is Lin Wenyi.

In an interview on TeleRadyo Serbisyo on Wednesday, Gatchalian explained the 2 pictured attached to the document.

“Kaya may 2 picture doon, ito ‘yung sa passport, picture ni Guo Hua Ping na bata at kung kukuha ka ng visa, ‘yung most recent picture mo kukunin din nila. Kung makikita natin, hawig na hawig ng bata si Alice Guo. Itong si Guo Hua Ping, hawig na hawig,” he said.

“Kumbinsido ako na si Guo Hua Ping ay si Alice Guo. Iisa lang yan,” he said.

Guo's side has yet to reply to inquiries, as of posting.


Gatchalian also surmised that Guo struggled to recount her childhood memories at the Senate hearing because she had not been raised in the Philippines.

“At kaya walang record ng kanyang birth o kung saan siya ipinanganak dahil hindi siya ipinanganak dito. Dumating siya dito nung 13 years old according to the Bureau of Immigration data at nung dumating siya dito gamit niya ay Chinese passport,” said Gatchalian.

“From 2008 to 2011 si Alice Guo at si Guo Hua Ping gamit niya dalawang passport, pasok labas. Ginagamit niya minsan ‘yung Chinese passport niya, ginagamit niya ‘yung Filipino passport niya. Until after 2011 lang niya ginamit ‘yung kanyang Filipino passport pag lumalabas na siya,” the lawmaker alleged.

The pieces of evidence uncovered against Guo could now be used by the Solicitor General to file a quo warranto case against her, Gatchalian said.

“Kung titingnan ‘yung buong picture, nalusutan tayo, isang pekeng Pilipino na nakatakbo bilang mayor at kung hindi pa natin na-detect ‘to pwedeng maging congressman, governor,” he added.

The Presidential Anti-Organized Crime Commission (PAOCC) earlier said it would file "serious" and "non-bailable criminal charges" against Guo after finding evidence of her involvement in the illegal operations of Philippine Offshore Gaming Operators (POGO) in her jurisdiction.

An inter-agency body will convene to "decide on the charges" that will be filed against Guo, whose identity and citizenship have been placed under scrutiny, said PAOCC spokesperson Winston John Casio.

"Her name and her signature are in so many documents. Two nights ago we are able to get an official document with her signature," said Casio, whose agency was responsible for raiding a POGO compound built on property that Guo used to own.

PAOCC raids and Senate investigations earlier showed that Guo used to do business with Chinese firms involved in POGO operations in Bamban, which have been operating despite the lack of government permits.

The PAOCC is also looking into the possible link between illegal POGO operations in Bamban, Tarlac and in Porcac, Pampanga.
