MANILA — Embattled Bamban, Tarlac Mayor Alice Guo sent a personal letter to Executive Secretary Lucas Bersamin, chairman of the Presidential Anti-Organized Crime Commission, to deny allegations against her as the commission prepares 
criminal charges against her over her alleged involvement in the illegal operations of Philippine Offshore Gaming Operators (POGO) in her jurisdiction.

The seven-page letter, written entirely in Filipino, was personally delivered to the Malacañang Records Section by Guo lawyers Lorelie Santos and Yvette Gianan, shortly before noon Tuesday.

“It's simply a letter addressed to the Secretary as the chairman of the PAOCC, just expressing the mayor's intention that she is one with commission to uncover the truth and for justice to prevail,” Santos told reporters, adding that the official wants a fair investigation from the PAOCC.

In her letter, Guo categorically denied allegations and ‘conspiracy theories’ that Baofu Land Development Inc. was established for money laundering and to build a POGO hub in Bamban.

“Ang Baofu Land Development Inc. ay itinatag alinsunod sa batas ng Pilipinas at ito ay lehitimong nakarehistro ayon sa panuntunan ng Securities and Exchange Commission,” Guo wrote.

The mayor has said she divested from Baofu before the joined government service.

“Akin pong binibigyang diin na mali ang paratang na ang aking pag-divest mula sa Baofu ay peke o bogus dahil ito ay may sapat na dokumento. Sa makatuwid, lubusan at legal kong pinutol ang aking ugnayan sa kumpanya bago pa ako mahalal bilang mayor,” she said.

“Ang aking desisyon na tumakbo bilang Mayor ay dulot ng isang tunay na hangaring mapabuti ang buhay ng ating mga kababayan na nakasama ko mula noong ako ay bata pa at hind upang protektahan ang personal na interes sa negosyo,” Guo said.

Guo also denied any involvement in the alleged cases of kidnapping, illegal detention or human trafficking.

“Wala akong anumang partisipasyon at kinalaman sa alegasyon ng pagplano ng pagdukot o iligal na detensyon ng sinumang indibidwal. Ni hindi ko kinontrol ang sinuman sa pamamagitan ng banta o puwersa para sa personal na kapakinabangan o iba pa," she said. 

"Inuulit ko po, ang mga paratang na ito ay walang basehan at naglalayon lamang na sirain ang aking reputasyon nang walang substansiyal na ebidensya. Mariin ko din pinabubulaanan ang alegasyong may mga dokumento akong pinirmahan upang masangkot sa usaping ito."

The mayor also urged the PAOCC to conduct a thorough and impartial investigation into allegations against her, as she expressed her willingness to cooperate with the probe and provide any necessary documents or testimony to clear her name.

"Ang akusasyon ay dapat patunayan gamit ang konkretong ebidensya at hindi lamang batay sa haka-haka. Bilang mayor, ako ay handang makipagtulungan sa mga imbestigasyon upang malaman ang katotohanan at panagutin ang tunay na mga salarin," she said.
