Mark Demayo, ABS-CBN News/FileMANILA -- The Presidential Anti-Organized Crime Commission (PAOCC) on Saturday said it is set to file "serious" and "non-bailable criminal charges" against Bamban town Mayor Alice Guo in the coming days after finding evidence of her involvement in the illegal operations of Philippine Offshore Gaming Operators (POGO) in her jurisdiction.

An inter-agency body will convene next week to "decide on the charges" that will be filed against Guo, whose identity and citizenship has been placed under scrutiny, said PAOCC spokesperson Winston John Casio.

"Her name and her signature are in so many documents. Two nights ago we are able to get an official document with her signature," said Casio, whose agency was responsible for raiding a POGO compound built on property which Guo used to own.

"Ang usapan namin kagabi we will focus on the most serious and non bailable charges," he said, noting that the case is expected to be filed before the Department of Justice (DOJ) on June 21.

"The liability of the current mayor is on paper."

Casio declined to give further details about Guo's case, but underscored that criminal cases are expected to be filed against "a good number of people with regards to the Bamban case."

PAOCC raids and Senate investigations earlier showed that Guo used to do business with Chinese firms involved in POGO operations in Bamban, which have been operating despite the lack of government permits.

The PAOCC is also looking into the possible link between illegal POGO operations in Bamban, Tarlac and in Porcac, Pampanga.

Casio declined to comment when asked if PAOCC would recommend the outright ban of POGO's in the Philippines.

"Crimes of this magnitude can only happen if there are co-opted public officers who look the other way or do not perform their functions properly," he said.

"We will make recommendations… That is only for the eyes of the President."
