SC urged to halt PUV modernization program as apprehension looms

MANILA — Drivers and operators under the groups Piston and Manibela protested at the Supreme Court (SC) Tuesday for a last ditch effort to obtain a temporary restraining order (TRO) against the Public Utility Vehicle Modernization Program (PUVMP) to avoid possible apprehensions by the Land Transportation Office (LTO).

Manibela president Mar Valbuena noted the statement made by Land Transportation Franchising and Regulatory Board (LTFRB) chairperson Teofilo Guadiz that drivers of unconsolidated jeepneys will be apprehended starting May 16.

PUVMP requires jeepney operators to consolidate their franchises under a transport cooperative while small operators do not want to lose individual ownership of units.

“Sa ating Korte Suprema, wag tayong mag bingibingihan, wag tayo mag bulagbulagan, tingnan natin ang nakakarami, ang higit na nakakarami na mamamayang Pilipino na ngayon ay naghihikahos,” Valbuena said.

Valbuena also asked that the Supreme Court to set oral arguments for them to stress their points against the government's modernization program.

Valbuena also appealed to President Ferdinand Marcos, Jr. in behalf of jeepney drivers and operators affected by the modernization program.

“Sinisingil ka namin ngayon Pangulong Bongbong Marcos Jr. Nasaan ang ipinangako mo, na majority sa mga driver at operator ay ibinoto ka at ipinagkatiwala sayo ang kanilang kabuhayan, ang kanilang hanapbuhay, at ang kinabukasan ng kanilang mga pamilya,” Valbuena said.

Piston deputy secretary general Bong Baylon also reiterated their opposition to what they say is an ill-conceived modernization program.

“Kailangan nang suspindihin itong programa ng PUVMP sa kadahilanang marami nang nagpatotoo na ang programa ay palpak, nagkakandalugi at walang mga pyesa at mahihina ang mga sasakyan. Isang batayan yan upang ang program ay itigil,” Baylon said.

(This PUVMP must be suspended because many have witnessed how flawed it is. Cooperatives are going bankrupt and the parts for the new units are difficult to source. That is one basis for the suspension of this program.)

PUVs that did not apply for consolidation are considered as operating illegally or "colorum." But jeepney operators that did not consolidate their franchises will not immediately be sanctioned.

"Colorum" vehicles will also be impounded and the operator slapped with a P50,000 penalty, Guadiz said.
