QUEZON CITY – Police Colonel Jovie Espenido revealed that then-Philippine National Police chief and now senator Ronald "Bato" Dela Rosa told him and alleged drug lord Kerwin Espinosa to link former senator Leila de Lima to the illegal drug trade.

In the House Quad Committee hearing on Tuesday, Espenido bared this when asked by Batangas 2nd District Rep. Gerville Luistro.

"There's also a testimony from Kerwin Espinosa that you and him talked with each other to make sure that your testimonies against senator De Lima is consistent. Do you confirm this? Yes or no?" Luistro asked Espenido.

To which, Espenido responded "I confirm your honor."

Luistro then asked Espenido if he is retracting all his testimonies against De Lima in the Senate probe in 2016.

"With your answers to my questions Colonel Espenido this afternoon, are you retracting all the testimonies that you gave against Senator De Lima during that Senate investigation?" she said.

"Yes, your honor," Espenido replied.

During the Senate hearings, Espenido, who was then police chief of Albuera, Leyte, linked De Lima to illegal drug trade activities.

Espinosa earlier claimed Dela Rosa coerced him to implicate De Lima in the illegal drug trade, as well as to tagbusinessman Peter Lim. He recanted his allegations against De Lima back in April 2022.

He said all of the claims he made against the former senator are "not true."

Espinosa said he was "coerced, pressured, intimidated and seriously threatened by the police" to pin De Lima.

He also claimed that if he did not follow orders, Dela Rosa warned he would meet a similar fate as his father, slain Albuera, Leyte mayor Rolando Espinosa.

The former PNP chief has denied the allegations of Espinosa, saying he will punch him in the face and called him a liar.

It can be recalled that due to some of these accusations which are being recanted now, De Lima was detained for over six years as she went through trial for the three drug trafficking charges.
