MANILA – Increasing fines instead of towing vehicles will be more effective in curbing illegal parking, Metropolitan Manila Development Authority (MMDA) General Manager Jojo Garcia said Wednesday.

This after the agency announced higher fines for violators to be enforced at the start of the new year.

In a press conference, Garcia said fines would prompt car owners to park in designated areas and that towing was highly susceptible to corruption and could even trigger altercations.

"Mas effective 'yan kesa tow... Eh pag tinaas mo ang fine palagay ko madadala iyan," Garcia told reporters.

(That's more effective than towing. When you raise the fine, I think drivers will learn.)

"Aaraw-arawin natin 'yan, ubusan tayo ng ticket... Kaya naman nasa kalsada 'yan nagtitipid sila magbayad ng tamang parking. Siguro naman sa P2,000 a day, P10,000 a week, P40,000 a month babayad ka na ng parking kesa mag-fine ka," he said.

(We will do this everyday until our tickets run out. They're out on the streets because they don't want to pay parking fee. With P2,000 a day, P10,000 a week, P40,000 a month, they might park properly instead of paying the fine)

Effective January, fines for attended illegal parking (illegally parked cars with the driver on board) will be raised to P1,000 from P200, while that of unattended illegal parking will be P2,000 from the current P500, said MMDA spokesperson Celine Pialogo.

In August, video of a female driver confronting enforcers who tried to tow her car for illegal parking went viral on social media.

MAYNILA — Arestado ang 32-anyos na lalaki sa isang buy-bust operation na ikinasa ng mga operatiba ng District Special Operations Unit (DSOU) ng Southern Police District (SPD) at Muntinlupa Police Station sa Biazon Road sa Barangay Poblacion sa Muntinlupa City, madaling araw noong Huwebes, February 20, 2025.

Ayon kay Police Lt. Margaret Panaga, officer in charge ng SPD PIO, may confidential informant na nagbigay alam sa kanila na may nag-aalok umano ng baril sa kanya.

“Napagkasunduan po nila na magkikita sila sa Biazon Road...nitong February 20 at ayun po mabilis po na isinagawa ang buy-bust operation at naging successful po itong operasyon na nag-resulta sa pagkakahuli po nitong [suspek],” sabi ni Panaga.

Na-recover mula sa suspek ang isang kalibre .45 na baril na ibinenta sa halagang P20,000, isang kalibre .45 na magazine na may lamang tatlong bala, at isang granada.

Kasama rin sa nakuha mula sa suspek ang P1,000 ginamit bilang marked money, isang cellphone, at isang sling bag.

“Kasalukuyan pong vinavalidate kung ano po yung ibang involvement pa nito kung meron na po ba siyang record dati,” sabi ni Panaga.

Ayon sa PNP, hindi itinanggi o inamin ng suspek ang krimen. Walang naipakitang dokumento ng baril at granada ang suspek.

“Tahimik lang po siya gayunpaman ang pagkakahuli sa kanya sa aktwal na transaksyon ay matibay na ebidensya sa pagkakasangkot po niya sa ilegal na pagbebenta at pagmamay-ari po ng baril,” paliwanag ni Panaga.

Kasalukuyang naka-detain sa SPD CIDG Detention Facility ang suspek na nasampahan na ng mga kasong paglabag sa RA 10591 o Comprehensive Firearms and Ammunition Regulation Act of 2013, RA 9516 o Illegal Possession of Explosives kaugnay sa RA 7166 at Comelec Resolution 11067 o gun ban.

Ang matagumpay na pagkakahuli sa suspek ay paalala ng PNP na seryoso ang kanilang pagpapatupad ng nationwide gun ban para matiyak ang mapayapa at ligtas na halalan sa Mayo.

“Hinihikayat ang publiko na maging mapagmatyag at iulat ang anumang ilegal na gawain lalo na ang pagbebenta at pagdadala ng mga ilegal na armas,” sabi ni Panaga.
