Tisoy knocks out power, forces thousands from homes in Bicol

MANILA — Typhoon Tisoy plunged parts of Bicol region into darkness as it forced tens of thousands into evacuation centers and damaged homes before dawn on Tuesday, local authorities said.

The country's 20th storm this year hit land in Sorsogon late Monday, bringing heavy rains to the southernmost province of Luzon island and neighboring areas.

In Albay, some 100,000 were in evacuation centers to escape the threat of lahar, big waves, floods and landslides, said the province's disaster office head Cedric Daep.

Authorities have yet to receive reports of any fatality after Tisoy tore the roofs off several houses, felled trees, and destroyed the ceiling and a glass wall in the Legazpi Airport's departure area, he told radio DZMM.

The local government could find it difficult to restore power in the province because Tisoy knocked down many power lines.

Power supply and cellphone signals were also down in neighboring Catanduanes province due to Tisoy, which on Monday night ripped off roofs and business signs.

About a 5-kilometer line of vehicles meanwhile was stranded in Sorsogon, said the head of its disaster office, Raden Dimaano.

Tisoy is forecast to pass to the south of the capital, which is hosting thousands of athletes for the regional Southeast Asian Games.

The windsurfing competition was already halted as a precaution and triathlon events were held earlier than scheduled.

Officials at Manila's airport, meanwhile, made the call to shut the facility once the storm's power was clear.

"Based on our estimate, it will be closed from 11:00 am to 11:00 pm tomorrow, December 3," said Ed Monreal, general manager of Manila's airport authority.
