MANILA—Former Agriculture Secretary Proceso Alcala lost to David Suarez in the congressional race in Quezon's 1st district.

Alcala received 125,629 votes, while Suarez, the incumbent governor, secured the post with 178,285 votes, based on 100 percent full unofficial election returns as of 5:04 p.m. Friday.

Alcala is facing graft charges over allegations of monopolizing the supply of garlic, which caused prices to escalate in 2014.

His brother, Vicente "Kulit" Alcala, also lost the gubernatorial race against House Minority Leader Danilo Suarez.
