PNP-IAS says 43 cops charged with rape since 2015

MANILA (UPDATED) - Forty-three policemen have been charged administratively by the Philippine National Police-Internal Affairs Service (PNP-IAS) for rape complaints since 2015.

On November 12, 2018, a female cop claimed she was raped by a fellow cop while at a training center in Puerto Princesa, Palawan.

On November 3, a female detainee who was arrested for gambling claimed she was raped by two Quezon City Police District (QCPD) Station 4 police officers inside a police car in exchange for her freedom.

Last October, a 15-year-old teenager reported being raped after her parents were arrested for drugs. The victim claimed she was threatened by the police officer to comply or be arrested just like her parents.

Some of the complaints are being handled by the PNP-IAS. All police officers accused of rape have pending administrative cases.

PNP-IAS said it has filed a total of 31 rape cases committed by police officers from 2012 to 2018, where 43 police officers were involved.

In 2017, the number of rape cases grew to 15. For 2018, 9 cases have been filed.

According to PNP-IAS Inspector General Atty. Alfegar Triambulo, most of the victims were female detainees and their kin.

“Vulnerable yung mga naka-detain natin, lalo na sa kababaihan. Meron namang ibang kaso diyan, yung mga dalaw, mga anak ang nabibiktima kasi at the mercy ito pong naka-detain,” Triambulo said.

(Female detainees are vulnerable. There are some cases where the children or relatives become victims because those detained are at the mercy of the perpetrators.)

The female detainees are kept inside detention cells while they wait for their commitment order which adds to potential harassment.

“Yang mga detainee na 'yan, maiisyuhan ng commitment order sa BJMP ng judge kapag na-file na ang kaso ng fiscal. Sila ay awaiting trial, doon may budget sila sa pagkain kahit maliit,” Triambulo said.

(Those detainees, they will be given a commitment order once their cases are filed in the fiscal's office. They receive food while waiting for trial.)

“Diyan sa ating detention, wala diyang pagkain, kaya naha-harass ang mga dalaw; kung babae, subject sa abusive situation,” he added.

(In the detention cells, they do not have food, so sometimes their visitors, if they are female, they may be subjected to abuse.)

PNP-IAS data show that the top offenders are Police Officer 1 (PO1s) with 17 cases and PO2s with 11 cases.

Highest-ranked offenders are superintendents with 2 cases.

Region 3 or Central Luzon had the most number of recorded offenders, followed by Metro Manila, Calabarzon, and Zamboanga Peninsula.

There was a case in July 2018 where a female teen detainee was asked to massage the chief of the police station where she was detained and then raped.

“Iyan ang isang nakakapag-aggravate ng kanyang kaso, taking advantage of his official position,” Triambulo said.

(That aggravated his case, taking advantage of his position.)

“Alamin natin yung mga surrounding circumstances, including 'yung motive, dahilan 'yun kanilang modus operandi para makapagrekomenda tayo ng mga hakbangin para maiwasan ito,” he added.

(We will look into the surrounding circumstances, including the motive and their modus operandi so we can recommend ways to prevent such cases.)

Of the 43 police personnel with administrative cases, 14 have already been dismissed from the service.
