Witness claims drugs sold during Pasay concert

MANILA - The National Bureau of Investigation on Wednesday said a witness has surfaced with claims that drugs were sold during Saturday's concert in Pasay City, where five people died.

NBI Anti-Illegal Drugs Unit chief Joel Tavera said the witness informed them that some youngsters sold "green tablets" during the "Close Up Forever Summer" concert at the SM Mall of Asia.

"May testigo pong nakuha ang ating PNP kahapon na nakita niyang may bentahan doon sa concert mismo... May mga bata raw pong nagbebenta ng mga green tablet," he told radio dzMM.

He added that syndicates often take advantage of rave parties and similar events to peddle lethal narcotics.

"May mga sindikatong nagsasamantala kapag may ganyang concert. Doon po nagpupunta itong mga drug dealers para magbenta," he said.

An autopsy earlier showed that two of the five fatalities of Saturday's concert died of massive heart attack due to high blood pressure, kidney failure and dehydration -- all consistent with the effects of drug overdose.

Tavera said party drugs or "designer drugs" may be more lethal compared to typical narcotics.

He explained that a designer drug may contain "stimulants" like methamphetamine or ecstasy, and other ingredients such as viagra and cialis (sometimes spelled "chalice").

The opposite effects of stimulants and downers cause lethal side effects like fluctuating blood pressure, according to Tavera.

"Hindi po maganda ang epekto sa katawan ng isang niyan kasi po kung ito ay may content na methamphetamine or shabu at saka ecstasy, stimulants po iyun at ang tendency noon ay tataas ang blood pressure ng isang gumamit. Ngayon kung iyan po ay may kasamang viagra or cialis, downer po iyan at bababa ang blood pressure ng gumamit," he said.

These side effects may be further aggravated if one takes alcohol, which is a downer. Alcohol is also a diuretic which increases the loss of water and salt from the body, and thus causes dehydration.

"Ang masama pa po niyan ay kapag hinaluan ng alcohol, mas matindi ang epekto niyan dahil mag-away-away na sila at ang tendency po talaga ay heart attack," he said.

Tavera also confirmed that they recovered used inhalers at the concert venue.

Former beauty queen-turned-actress Alma Concepcion, who was among the thousands who attended the Forever Summer event, claimed Tuesday that some teenage party-goers covered their faces with inhalers and masks.

She also observed that the youngsters were "on something else."

"Obviously they weren't on JUST alcohol.. their eyes were rolling, teeth grinding, & they were dancing non stop for the whole hour (or more than)," Conception wrote in a Facebook post.

Tavera said a forensic examination will be conducted to determine if the inhalers also contained illegal drugs.

But he noted that inhalers usually contain medications composed of stimulants that can heighten the senses. "Kahit ka pa gumagamit ng drugs, kapag nag-inhaler ka, parang iyung senses mo ay nabubuhayan ka."

He also confirmed that teeth gnashing and hyperactivity are among the indications of drug use.

Meanwhile, local government officials are looking into possible violations of the concert organizers, specifically in the selling of liquor inside the concert grounds.

Ray Glenn Agrazamendez, spokesperson of the Pasay City government, said the concert organizers did not ask for a permit to sell liquor during the concert.

He added that concert organizers should have informed the local government of their plan so they could have deployed more policemen and security personnel to the venue.

Toothpaste brand and concert organizer Closeup said they will look into lapses on their part in organizing the event. They also said they have been in contact with the victims' families and are willing to extend assistance to them.

This was the fourth concert organized by Closeup. The company said it will not hold similar concerts in the near future.
