MANILA - A female blogger who has been allegedly "harassed and bullied" for posting criticisms against presidential bet Davao City Mayor Rodrigo on her blog and social media account is bent on pursuing charges against her bashers.

Facing the media on Monday, Renee Karunungan said she will be filing criminal complaints for grave threats, violations of the Cybercrime Prevention Act, and election offenses against those who threatened her with murder, rape and serious physical injuries, and who committed unjust vexation.

Karunungan said, after speaking up against Duterte whose character and pronouncements she describes in her posts as "disconcerting," his supporters have been posting comments calling her "bobo," "baboy," or "tanga." Others have been posting threats such as "Mamatay ka sana," "Ma-rape ka sana," "Mamassacre sana pamilya mo."

She said these have taken a toll on her.

"I try my best not to let it get the best of me because the moment I keep silent is the moment they are made victorious... Online threats of murder, rape, physical injuries are no laughing matter. These constitute crimes under the Revised Penal Code, Cybercrime Law and the Omnibus Election Code.

"For this reason, I have decided to file criminal charges against those who have sent me threats," Karunungan said.

Karunungan said her move is intended to make people "more responsible and respect the rights and dignities of fellow citizens."

In her blog post, Karunungan described Duterte as the ''lazy choice,'' and called out the mayor for favoring extrajudicial means to eradicate criminality.

''Ok, no, I can’t take this anymore. If you need to kill to feel safe, that’s not a healthy society. If you need a dictator to tell you what to do to make this country better, that’s not a healthy society. You want Duterte as a president because you want that one person who you think can discipline this whole nation into fear and submission? You want one person to have all that power instead of everyone of us doing our job to create a better nation? Don’t you think that’s lazy? Why put this job in one man’s hand when it should be all of us building this nation?" a part of her post reads.

After posting her statement on her blog, Karunungan received a deluge of messages from supposed Duterte fans wishing her ill. Deciding not to back down, she posted screen grabs of all the messages to show the people who sent her threats.

HATE SPEECH, BULLYING 'ACTIONABLE'

Commission on Elections (Comelec) commissioner Rowena Guanzon said threats and intimidation to compel anyone to refrain from participation in a campaign constitute an election offense.

''Hate speech, bullying, threats of rape or injury is actionable," she said on Twitter.

Guanzon also tweeted that victims may sue for election offense under the Omnibus Election Code and libel under the Revised Penal Code.

In a reply to Twitter users, Guanzon said that if violators use real names, the Comelec can verify their identities in the voters' list, and those harmed can file a complaint before the Comelec.

Guanzon added that Comelec has jurisdiction over election offenses, while the Department of Justice has jurisdiction over offenses under penal laws.

Reports of online bullying continue to come as the election day nears.

One of the more prominent complaints comes from comedienne Melai Cantiveros, who called out a Duterte supporter for wishing her daughter, Amelia Lucille, be raped.

In a post on her personal Instagram account, Cantiveros posted a screen capture of a message from a Duterte supporter, who accused the couple of being greedy.

Cantiveros and husband, Jason Francisco, are supporters of presidential candidate Mar Roxas.

Cantiveros added that she is willing to file charges against the woman, who used the name Shawie Constantino Enriquez.

ABS-CBN anchor Karen Davila also took a beating online after she was accused of being biased against Duterte during the Pilipinas Debates at the University of Pangasinan last April 24.

Some Duterte's supporters took offense to some questions asked by Davila in the fast-talk portion of the presidential debate.

The camp of the mayor has called for calm amid the deluge of negative comments coming from the supporters of the mayor against Davila.

"The mayor takes no offense against Ms Davila. She was not at all biased. Every journalist worth her or his salt should ask probing and challenging questions. Duterte never got offended during the debate. That's what free speech and democracy is all about as Duterte kept on explaining to us," Duterte's spokesperson Peter Laviña said in an interview.

Veteran journalist Ellen Tordesillas also became the subject of online ridicule when she ran a story that included a photo of a deposit slip showing the account bearing the name of Duterte.

The bank account, according to Sen. Antonio Trillanes IV, contains millions in undeclared wealth.
