TACLOBAN - PDP-Laban standard-bearer Rodrigo Duterte on Tuesday urged Vice President Jejomar Binay to woo his supporters well and ask them to give him the presidency as it is the only way Binay could evade imprisonment.

A Philippine Daily Inquirer report on Tuesday said Binay received "billions" of pesos from infrastructure projects while he was mayor of Makati City and used the amount coursed through dummies to fund his campaign in the 2010 elections.

Speaking to reporters in Tacloban City before going to Catarman, Northern Samar, Duterte said the truth about Binay's ill-gotten wealth is slowly being uncovered.

He added Binay brought this on himself as he could not explain why he has multiple bank accounts amounting to billions when he had spent most of his life supposedly being a public servant.

This is the reason why he and running-mate Sen. Alan Peter Cayetano are challenging candidates to open their bank accounts to scrutiny so voters would know what kind of candidate they are supporting.

Duterte and Cayetano signed a manifesto yesterday urging the other candidates to do as they did: signing a waiver on the Bank Secrecy Law.

Duterte also warned against any move to postpone or rig the May 9 polls.

"The military and the police are restless. They are asking a lot of questions that are disturbing," he said.

He said the Commission on Elections should have installed the voting receipts mechanism as this would ensure transparency and credible elections. He warned that voters would reject any attempt to rig the votes, not only for him but for other candidates as well.

Meanwhile, Duterte urged the public not to put too much weight on survey results.

The latest Pulse Asia survey commissioned by ABS-CBN showed Duterte going to second place in the presidential race, right behind Sen. Grace Poe.

"Wag kayo maniwala diyan sa mga survey-survey na yan. Nagpapalit yan. Dati number 4 ako, ngayon number 2 na. You ain't there until you're really there," he said.

Duterte campaigned in Catarman and Catbalogan in Western Samar minus his running mate, Cayetano.
