ILOCOS SUR - Vice President Jejomar Binay on Tuesday criticized the latest corruption allegations concerning his bank accounts that were the subject of an investigation by the Anti-Money Laundering Council (AMLC).

During a campaign sortie in Santa, Ilocos Sur, Binay criticized a Philippine Daily Inquirer report that said he received "billions" of pesos from infrastructure projects while he was mayor of Makati City and used the amount coursed through dummies to fund his campaign in the 2010 elections.

"Ngayon nga pala sa Inquirer ako na naman ang headline. Grabe, it's one for the books. I tell you for one and a half years, iniimbestiga kami ng Senate whose job is in aid of legislation. Mahihiya ang husgado, bintang, bintang, bintang. Allegations are not evidence. Yung corruption is a criminal liability. The only time you can be pointed to as corrupt is when you are convicted. It's not pag ikaw ay pinagbintangan," said the United Nationalist Alliance (UNA) standard-bearer.

A Senate Blue Ribbon subcommittee earlier said there was "plunder through grand conspiracy" in the overpricing of the Makati City Hall building 2 by at least P1,124,137,306.7 to as high as P1,389,069,379.14.

The probe also went on to cover other allegations of corruption against the vice president, who also served as mayor of Makati City.

The subpanel tackled other allegedly overpriced structures in Makati such as the main Makati City Hall, the University of Makati Nursing Building, the Makati Science High School Building, and the Makati Friendship Suites.

It also questioned the alleged overpricing of supplies for the Ospital ng Makati, the developmental loans allegedly given to Binay's favored parties by the Pag-IBIG Fund, the Boy Scouts of the Philippines–Alphaland joint venture, and the UMak–STI joint venture.

Also revealed during the public hearings was Binay's alleged use of a dummy to acquire an 8,877-square meter land within the Fort Bonifacio military reservation area.

Binay deplored what happens to officials accused of corruption.

"Ang isang problema sa pagtrabaho sa gobyerno, pagka ikaw maganda hikaw mo 'Nagnakaw 'yan. Guilty.' The problem with us is when somebody in government is charged especially high government officials, the charge is already an offense. Wala namang ganun," he said.

Binay also took potshots at his rivals who are supposedly behind the "Stop Nognog" campaign. While he did not name names, Binay was obviously referring to Senator Grace Poe and former DILG Secretary Mar Roxas who are both running for president.

"Hindi ho pwede na ang presidente natin sa Pilipinas eh natulog lang sa ibang bansa, pagdating dito gusto na maging Presidente. Kawawa naman ang ating bansa. Hindi pwedeng OJT. Six years is too short for a president," he said.

"Competent ako. May isang kandidato, marami secretary. Secretary palpak, palpak karanasan, puros palpak. Ako, galing sa hirap. Alam ko ang mahirap," he added.
