DICT says 'committed service' to be basis for 3rd telco selection

MANILA (UPDATE) - A government oversight committee on Friday agreed to use the Highest Committed Level of Service (HCLoS) as basis for selecting the country's third telecommunications player, opting against the "spectrum auction" method, an official said.

Department of Information and Communications Technology (DICT) officer-in-charge Eliseo Rio confirmed to ABS-CBN News in a phone interview that the committee has chosen HCLoS.

The oversight committee includes the DICT, the Department of Finance (DOF), the Office of the Executive Secretary, and the Office of the National Security Adviser.

Under the HCLoS selection method, the company that promises to provide the best service to the widest number of subscribers and customers in the shortest time possible will be chosen as the new major player.

Public consultation on the selection process was held prior to Friday's meeting, where stakeholders "overwhelmingly" favored HCLoS, Rio earlier said.

With the decision, the DICT is free to work on the final terms of reference (TOR) and its official publication. The publication will officially signal the start of the selection process, Rio said.

"We can publish the TOR draft as early as first week of August. We are hopeful we can finish the award by December," Rio said in a press briefing, adding that the winners will be given 90 days to form a consortium.

He said the third telco's rollout and "actual operations" could happen in 2019 and by 2020, the public "will feel better telecommunications services" with the third telco, the national broadband network and the Facebook link and Bypass" in place.

President Rodrigo Duterte had originally wanted the new telco to be 'up and running' last March, citing the urgency to get another player amid poor service from current firms.
