MANILA - The unemployment rate declined to 5.7 percent in April, from 6.6 percent in January, according to the government's labor force survey.

Underemployment, however was steady at 16.1 percent from 16.3 percent during the same period. A person is considered underemployed if he or she wants an additional job or extra work hours.
