MANILA — The Philippine National Police said Monday it was ready to arrest without warrant 1,914 heinous crime convicts if the justice department nullifies their early prison release based on a 2013 law that expanded good conduct credits.

These former prisoners will be considered fugitives if they ignore recalled release orders, PNP chief Gen. Oscar Albayalde told reporters.
