MANILA - Reforms should come first before changing the 1987 Constitution, according to a member of the coalition against charter change.

Lawyer Christian Monsod, one of the framers of the existing charter, said Tuesday that if there will be no reforms before shifting to a federalism, disintegration of the union is possible.
