Gale-force gusts to lash 13 areas; Carina heads towards Taiwan

Metro Manila and 12 other areas are facing strong to gale-force gusts on Wednesday due to the southwest monsoon enhanced by Typhoon Carina, weather bureau PAGASA said.

The 13 areas facing strong to gale-force gusts are:

  • Ilocos Region, 
  • Cordillera Administrative Region, 
  • Nueva Vizcaya, 
  • Quirino, 
  • the eastern portion of Isabela, 
  • Central Luzon, 
  • Metro Manila, 
  • CALABARZON, 
  • MIMAROPA, 
  • Bicol Region, 
  • Visayas, 
  • Zamboanga Peninsula, and 
  • Northern Mindanao

At 5 a.m., PAGASA issued a red rainfall warning in Metro Manila, Rizal and Bataan, indicating serious floods in low-lying areas. An orange rainfall warning was issued for Bulacan, Pampanga, Cavite and Zambales while a yellow warning was issued over Tarlac, Laguna, Batangas and Quezon(General Nakar, Infanta, Real, Mauban, Sampaloc).

Light to moderate with occasional heavy rains will affect Nueva Ecija and other areas of Quezon within 3 hours.

As of 4 a.m., the center of Typhoon Carina was estimated based on all available data at 290 km Northeast of Itbayat, Batanes. Packing 155 kph winds and gusts of up to 190 kph,  Carina is moving northwestward at 25 kph.

Carina is forecast to steadily intensify and may reach its peak intensity prior to its landfall over the northern portion of Taiwan Wednesday afternoon or early evening. On the track forecast, the typhoon will cross the rugged terrain of Taiwan and exit the Philippine Area of Responsibility (PAR) Wednesday night or Thursday early morning. 

Outside the PAR Region, Carina will cross the Taiwan Strait and make its final landfall over southeastern China Thursday morning or early afternoon.

Tropical cyclone wind signal no. 2 remains hoisted over Batanes while the following areas are under TCWS no. 1: Babuyan Islands, the northern portion of mainland Cagayan (Claveria, Santa Praxedes, Sanchez-Mira, Pamplona, Abulug, Ballesteros, Aparri, Camalaniugan, Buguey, Santa Teresita, Santa Ana, Gonzaga), and the northern portion of Ilocos Norte (Burgos, Bangui, Pagudpud, Dumalneg, Adams).

Gale warning is in effect over the coastal waters of Batanes, Babuyan Islands, and the northern portion of Cagayan. “Sea travel is risky for small seacrafts, including all types of motorbancas,” PAGASA said.

In the next 24 hours, Carina and the enhanced Southwest Monsoon will bring rough seas over the seaboards of Northern Luzon and the western seaboard of Central Luzon (2.5 to 4.0 m). Moderate to rough seas are also expected over the western seaboard of Southern Luzon (1.5 to 3.5 m) and the eastern seaboards of Central and Southern Luzon (1.5 to 3.0 m) 

Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
