Dennis Datu, ABS-CBN NewsMANILA — The Office of Civil Defense said around 2.5 million to 5 million individuals may be affected by Super Typhoon Leon in the Ilocos Region, Cagayan Valley, Cordillera Administrative Region, Central Luzon, MIMAROPA, Calabarzon, and Bicol Region.

OCD spokesperson Director Edgar Posadas said the number is equivalent to over 500,000 families.

"Ang family food packs na requirement natin para maserbisyuhan natin ang population na ito ay 505,076," Posadas said in a virtual press briefing on Wednesday.

The spokesman assured that there are "more than enough" food packs for the projected number of individuals that might be affected by the super typhoon.

As of 4 p.m. today, Leon is 215 km east southeast of Basco, Batanes with sustained winds of 185 kph near the center and gustiness of up to 230 kph.

State weather bureau PAGASA said that as Leon nears Batanes, it remains possible for the super typhoon to make landfall in the province.

PAGASA has already raised Signal No. 4 over Batanes.

Signal No. 3 was hoisted over the eastern portion of Babuyan Islands and the northeastern portion of mainland Cagayan.

Signal No. 2 is up over the rest of Babuyan Islands, the rest of mainland Cagayan, the northern and eastern portions of Isabela, Apayao, Kalinga, the northern and eastern portions of Abra, and the eastern portion of Mountain Province.

Meanwhile, Signal No. 1 remains in effect in the rest of Isabela, Quirino, Nueva Vizcaya, the rest of Mountain Province, Ifugao, Benguet, the rest of Abra, Ilocos Sur, La Union, Pangasinan, Nueva Ecija, Aurora, the northeastern portion of Tarlac, the northern portion of Bulacan, the northern portion of Quezon, Camarines Norte, the northern portion of Camarines Sur, and the northern and eastern portions of Catanduanes.

The OCD advised the public to exercise caution and vigilance, and to prepare for all possible scenarios related to the impact of Leon.

"Nasa Batanes ang Tropical Cyclone Wind Signal No. 4 natin, pero ‘yung trough ni Leon may also affect the areas of the Visayas, Mindanao and the western section of Southern Luzon," Posadas said.

"Tinitignan din natin ang posibilidad ng increase in water level for dams within the forecast track, especially the Cagayan River Basin. There is an increasing possibility of further westward shift in the forecast of Leon," he continued. 

"Inaasahan din natin ang possible overflow of streams and creeks, which may cause flooding in adjacent areas due to rainwater draining, especially in areas forecast to receive significant amount of rainfall. Posible rin ang rough seas in all of the seaboards of the country, and also areas recently affected by floods by Kristine are at high risk of reflooding, raising serious health concerns."

Defense Secretary and NDRRMC Chairman Gilberto Teodoro Jr. had earlier ordered the forced evacuation of individuals from "high risk" areas projected to be affected by the super typhoon.

In response to this directive, the Department of the Interior and Local Government immediately issued a memorandum that directs all local government units to comply.

"This measure is very crucial to save lives. Being proactive will save lives; it’s better to take action now than to regret later and lose lives," Teodoro said.
