MANILA -- Residents in the northern and northeastern sections of Luzon can expect a rainy Halloween and All Saints Day, according to state weather bureau PAGASA.

In a press conference Monday, PAGASA Administrator Nathaniel Servando says the weather disturbance Kong-rey, which entered the Philippine area of responsibility on Saturday, locally named Leon, has intensified into a severe tropical storm packing maximum sustained winds of 95 kilometers per hour near the center and gusts reaching 115 kilometers per hour.

“Patungo tayo sa long weekend at Undas. Marami ang magbibiyahe so pinapayuhan natin sila na maging alerto, maghanda, at mag-ingat kung bibiyahe dahil inaasahan natin sa mga susunod na araw na ang Bagyong Leon, kung hindi magbago ng direksyon, ay makaaapekto sa Northern Luzon,” he said.

PAGASA Marine Meteorological Services Section Chief Chris Perez says as early as Tuesday, those in Northern Luzon may already experience rains, which may persist until the end of the month.

“Kung makakapunta nang mas maaga sa ating pupuntahan bago pa mag-November 1, pumunta na tayo lalo na sa mga kababayan sa Northern Luzon areas. Magsisimulang maramdaman ang pag-ulan doon possibly bukas (Martes) ng hapon hanggang Undas na iyon,” he said.

So far, Servando says they don’t see Leon’s center making landfall. However, its wide rain bands are still expected to bring anywhere between moderate to intense rainfall in some parts of the country.

Aside from northern and northeastern Luzon, the provinces of Antique, Occidental Mindoro, Negros Occidental, and Palawan are also expected to experience rainfall due to the trough or extension of the storm. By Wednesday to Thursday, provinces in the western sections of Central and Southern Luzon such as Bataan and Batangas are also projected to experience moderate to heavy rainfall.

Leon is the second storm to hit the Philippines this month. It follows Kristine which wreaked havoc and claimed more than a hundred lives, mostly in Southern Luzon, due to torrential rains which caused the worst flooding in Bicol and Batangas.
