MANILA (UPDATE) — Dismissed Bamban, Tarlac Mayor Alice Guo will arrive in the Philippines from Indonesia on Thursday night, according to Committee on Public Services Chairperson Sen. Raffy Tulfo.

Interior Secretary Benhur Abalos and Philippine National Police Chief PGen. Rommel Marbil will accompany Guo. They are set to leave Indonesia at around 1 p.m. and are expected to arrive in the Philippines at 6:18 p.m., Tulfo said.

In a separate interview Thursday afternoon, Justice Secretary Jesus Crispin Remulla said Guo may arrive at midnight, adding that Abalos' flight back to Manila is at 6 p.m.

"In process, pero baka mamayang midnight. Paalis na yata ng 6 o’ clock flight. ‘Yun ang latest na alam ko," Remulla said.

Abalos and Marbil landed in Jakarta early morning Thursday in a bid to recover Guo from Indonesia authorities, who successfully arrested the former mayor after secretly escaping the Philippines.

Abalos is carrying the Senate-issued warrant of arrest for Guo. The Bureau of Immigration and the National Bureau of Investigation are currently processing Guo for her return to the Philippines, Tulfo said.

Sen. Risa Hontiveros on Wednesday said Guo would be detained at the Senate.

Meanwhile, Assistant Secretary Mico Clavano of the Justice Department said they have not received an official request from the Indonesian government for a prisoner swap in exchange for the custody of Guo.

Remulla later echoed Clavano, saying they only heard about the alleged request from Indonesian media. He said that if there was such a request, it would have to be processed by the Department of Foreign Affairs.

"Wala kaming contact with anybody about the prisoner swap. Nabalitaan namin ito through Indonesian media... Ang prisoner swap, ‘yan ay trabaho ng DFA. Kung mayroong request ang Indonesian government, sa DFA padadaanin ‘yan," Remulla said.

Guo, also known as Guo Hua Ping, has been on the run since being linked to a Chinese-run online gambling center where hundreds of people were allegedly forced to run scams or risk torture.

Authorities accused the former Bamban mayor of involvement in the illicit operation — and of being a Chinese national masquerading as a Filipina in order to run for office.

She faces charges of graft, money laundering and human trafficking in relation to the scam farm raid in Bamban.
