MANILA — Former senator Panfilo "Ping" Lacson alleged Wednesday that a Filipino-Chinese trader friend of his was offered P1 billion by ex-Bamban mayor Alice Guo to help her.

According to Lacson, the Fil-Chi businessman said Guo approached them during the height of the ex-mayor's issues before she exited the country, and because the trader has "connections within the circle of the first family."

"Si Alice Guo nag-approach sa kaniya noong bago umalis, noong medyo ipit na ipit na at nagtatago na yata. Kumontak sa kaniya through a common friend at sabi sa kaniya kung mailalapit ba niya si Alice Guo doon sa kaniyang contact [who is close with the first family]," Lacson said in TeleRadyo Serbisyo's Kabayan.

"Hindi ko naman sinasabing [completely] ko pinapaniwalaan 'yung kwento ng Fil-Chi na ito pero ang sabi niya ang offer daw na pera sa kaniya ay P1 billion basta't matulungan lang daw siya," he added.

The former police chief also said that while he doubts the businessman's story, they showed him a photo as proof that Guo was in contact with them.

"Para mapatotohanan 'yung kaniyang sinasabi, nagpakita siya ng litrato nilang dalawa ni Alice Guo na magkasama nga sila," Lacson said.

Asked if the Presidential Anti-Organized Crime Commission (PAOCC) has validated Lacson’s statement, its Executive Director Gilbert Cruz said they were leaving the matter to the former senator. 

But he said that he would not be surprised if this indeed happened. 


“Parang payat nga sa kanila yan, yang mga ganyan kalaking pera. Payat sa kanila yan. Ang importante makalusot sila,” Cruz said.


Cruz added that some individuals had sent word if Guo’s case could be fixed. 


“Kunyari itatanong nila kumusta kaso ni Alice Guo, puwede pa bang tulungan yan, mga ganun,” Cruz said. “Ang nakakalungkot nga yung iba kaibigan ko pa.”


Cruz refused to say who these people were. 



GUO’S FUGITIVE BUSINESS PARTNER

   

Meanwhile, the alleged fugitive business partner of dismissed Bamban, Tarlac Mayor Alice Guo could possibly be linked to the Chinese triad, according to Sen. Sherwin Gatchalian. 


“Possible ‘yan. I don’t have any concrete information now, may mga information lang  sinasabi sa’kin kung sino siya, di pa validated kaya masasabi kong possible ‘yan,” Gatchalian said. 


“Ang very sure ako kasama siya sa mga money laundering organized crime. Itong taong ito may limang passport kaya nakakaikot maluwag,” he added. “Nabalitaan namin nasa Hong Kong siya ngayon. From Taiwan kakalipad lang niya ng Hong Kong. So makikita natin na gumagalaw siya.”


Guo previously said she was not aware that Huang was a fugitive. 


Gatchalian stressed the importance of issuing a warrant of arrest against Huang to alert Interpol about him and limit his movement. 


Huang supposedly helped Guo and her group when they were out of the country. 


Huang, along with Whirlwind executive Duanren Wu, allegedly helped Guo book a hotel in other countries and facilitated their travel, said Gatchalian. 


The senator reiterated the findings of the National Bureau of Investigation (NBI) which said that Guo first went to Kuala Lumpur, Malaysia as evidenced by the stamp on her passport, and not Sabah as she initially claimed. 


This is why senators are still looking into the veracity of Guo’s story on how they fled.


Huang faces a qualified human trafficking case for illegal operations of Philippine Offshore Gaming Operators (POGOs). 


Gatchalian said Huang is an incorporator of the raided Clark Sun Valley Hub Corporation in the Clark Freeport where human trafficking was reported. He is also an incorporator of the Baofu compound in Bamban, Tarlac where illegal POGO hubs operated. 


He allegedly also has connections to Katherine Cassandra Li Ong, the authorized representative of Lucky South 99, the illegal POGO in Porac, Pampanga.
