MANILA — Vice President Sara Duterte on Friday said she would use her position to “show our government officials how to command”, as she urged the administration to fund infrastructure projects that would address flood control.

In a statement, Duterte said she experienced deep floods twice in Davao City, where she had served as mayor. She said some 30 people died due to one of these flash floods.

“Hanggang ngayon masakit pa rin sa damdamin ko ito. So I am using my position, resources and platform to be the voice to show our government officials how to command,” she said in a statement.

She then noted that the previous administration led by her father, former President Rodrigo Duterte, had started a master plan for flood control in 2016, which was eventually published in 2023.

“Baka naman gusto nang pondohan ang mga infrastructure projects na naaayon sa masterplan? O baka naman may alinlangan pa hinggil dito dahil Duterte ang mayor at mas mamarapatin nilang gibain na lang?” the Vice President said.

She went on to say that leaders “should only say one thing — that ‘it is done.’”

“Leaders should not be motivated by cash, cocaine or champagne. And, most certainly, leaders should not be made to hold champagne glasses,” she added.

The Vice President did not mention anyone in her statement.

But the Duterte patriarch and Marcos previously traded accusations of drug use, without providing evidence.

Meanwhile, a viral video in June showed First Lady Liza Marcos sipping from Senate President Francis Escudero’s wine glass, which she later handed to him.

“Again — We, Filipinos, deserve better. We, Filipinos, should be the best,” Vice President Duterte said.

Escudero said Duterte’s comments on the absence of a flood master plan two years into the Marcos administration was “perplexing.”

“The previous administration had six years to develop one, but was unable to do so,” the Senate chief said.

“Matagal nang problema ang pagbabaha sa bansa; kung meron kasing nagawa na o nasimulan man lang po noon, eh di meron na po sana tayong napapatupad na ngayon,” he continued.

Escudero said that while the Vice President has the right to point out national problems, she “can actually suggest or do something tangible about them using her position, resources and platform.”

“Imbes na magturuan at magsisihan, mas mainam na magtulungan na lang tayo para tugunan ang mga problema ng ating bansa at mga kababayan,” he said.

Duterte in June resigned from Marcos’ Cabinet, following months of tense relations between their families. She declined to give a reason for her move.

In a statement last week, Duterte criticized the administration for its alleged failure to come up with a “comprehensive plan” on disaster response.

“Ang Pilipinas, bilang isang kapuluang dinadayo ng bagyo taun-taon, may komprehensibong plano dapat at mga matatag na imprastraktura laban sa kalamidad. Subalit ang Pilipinas ngayon ay may gobyernong umaamin na wala man lang tayong flood-control master plan,” she said.

The Department of Public Works and Highways earlier this month said several master plans for 18 major river basins were still being prepared.

"I have taken a look on all these river basins and most of them…are still being currently updated to take into account actually the climate change phenomenon and other factors," DPWH Secretary Manny Bonoan said in a Senate hearing.
