MANILA (UPDATE) — The National Bureau of Investigation (NBI) on Wednesday said it has found another "Alice Leal Guo" who applied for an NBI clearance in 2005.

NBI director Jaime Santiago said this was a separate NBI clearance from what Bamban, Tarlac Mayor Alice Guo, applied for in 2021, and Chinese national Guo Hua Ping, recorded in 2006.  

The NBI earlier said that the fingerprints of Mayor Guo and Guo Hua Ping were identical, solidifying the theory that they are the same person. Guo Hua Ping arrived in the Philippines in 2003, according to Sen. Sherwin Gatchalian.

In a briefing Wednesday afternoon, Santiago revealed that the fingerprint of this Alice Guo did not match with that of the mayor, even if it had the same birthday and was also born in Tarlac. 

This means that the NBI has now examined 3 fingerprints linked to Mayor Guo: 

• Alice Leal Guo (specimen from 2005)

• Guo Hua Ping (specimen from 2006)

• Mayor Alice Leal Guo (specimen from 2021)

 Santiago believes that the woman in 2005 NBI clearance was instructed to apply for such a document using the name of Alice Guo to confuse the authorities.  

The NBI is now offering a reward for the whereabouts of the woman in the NBI clearance.

NO EFFECT ON EARLIER FINDINGS 

The NBI also insisted that the result of the fingerprint analysis on the Alice Guo fingerprint from 2005 would not affect their earlier conclusion that Guo and Guo Hua Ping are the same. 

"Dito sa Pilipinas, 10 points po ang kailangan natin. 10 identical ridge characteristics. Dito po nakakuha tayo 16 identical characteristics. 16 is better than 10. Kaya conclusive po. We are 100 percent sure that Alice Leal Guo and Guo Hua Ping are one and the same person," according to Dr Alfredo Kahanding of NBI Dactyloscopy Division. 

In a statement, Sen. Risa Hontiveros echoed the NBI's sentiment that the "third" Alice Guo would be immaterial to their case. 

"Kahit sampu pa ang lumabas na Alice Guo sa buong Pilipinas, si Mayor Alice Guo ng Bamban, Tarlac ang katangi-tanging Chinese citizen na naging Mayor. Ang imbestigasyon ay para kay Alice Guo na hindi Filipino," she said. 

The camp of the embattled mayor earlier said the NBI's fingerprint analysis was not yet "verified."
