Ex-Mindoro mayor faces jail time over failure to remit employees' GSIS payments

MANILA — The Sandiganbayan has found former Mamburao, Occidental Mindoro Mayor Voltaire Anthony Villarosa guilty of violating the GSIS law over the failure of the municipal government during his tenure to remit more than P4 million in contributions and loan repayments of its employees. 

In the 46-page ruling of the Sandiganbayan’s Sixth Division dated June 10, Villarosa was sentenced to two to four years in prison.

He was also fined P10,000 and disqualified from holding public office due to the conviction.

"Villarosa... willfully, unlawfully and criminally fail, refuse, withhold and delay the turnover or remittance of the GSIS premiums and contributions in the aggregate amount of P4,808,283.63 covering the period September 20, 2015 to May 20, 2016. The said amount was deducted and withheld every month from the monthly compensation of all municipal officials and employees of Mamburao, Occidental Mindoro," the court said.

Villarosa denied the wrongdoing and claimed that his subordinates were responsible for remitting GSIS contributions.

But the Sandiganbayan maintained that as the former mayor, he held command responsibility for the actions of his subordinates.

Meantime, two other cases of Villarosa were dismissed because the prosecution failed to prove his guilt beyond reasonable doubt and for lack of jurisdiction.
