MANILA (2nd UPDATE) -- The camp of controversial televangelist Pastor Apollo Quiboloy has surrendered 5 guns to the Davao police and will surrender more, Interior and Local Government Secretary Benhur Abalos said Wednesday.

The Philippine National Police has canceled the gun permits of Quiboloy, who was given 6 months to surrender his 19 assorted firearms.

PNP Chief Gen. Francisco Marbil said Quiboloy's representatives surrendered 5 firearms to the Regional Civil Security Unit of PRO-11 Wednesday morning.

"'Yung 14 [firearms] po, I believe, sabi nila they will surrender," Marbil told reporters.

Quiboloy is facing sexual abuse and child abuse cases before the Davao City Regional Trial Court, in connection with the qualified human trafficking case before the Pasig City Regional Trial Court.

The Department of Justice has asked the Supreme Court for the transfer of the Davao City cases of Quiboloy to Pasig City.

"Pastor Apollo Quiboloy chose to surrender the firearms even if he had reservations about the legal necessity of surrendering the same to the Police authorities and despite the fact that his legal counsel… filed a Motion for Reconsideration from the Order of General Marbil canceling his LTOPF in order to dispel the vicious rumors being circulated by certain biased sources that he is armed and dangerous or that he has a private army," said Atty. Israelito Torreon, Quiboloy's counsel.

Torreon also clarified that 14 of the firearms listed in his client's name were already validly "disposed of or duly transferred in other person's names."

The Philippine national Police, meanwhile, said it appreciated the action taken by Quiboloy's camp.

"We appreciate the effort and goodwill of Quiboloy's camp for surrendering the firearms," said PNP chief PGen Rommel Francisco Marbil. "This act of cooperation is a positive step towards resolving legal matters."

-- 'Only 25%' --

Senate Deputy Minority Leader Risa Hontiveros welcomed the surrender of the five firearms, calling it "a start."

"Pero 25% lang po yun ng 19," Hontiveros said in a press conference. "Yung lima ay isang maliit na simula lamang sa lahat nang dapat makumpiska ng PNP."

(Well that's a start. But that is only 25% of the 19. The five is just a small  start of all that should be confiscated by the PNP.)

"At mukhang base lang sa social media photos ng private army ni Quiboloy, kahit yung 19 ay isang maliit na bahagi lamang nung lahat na kanilang mayroon nasa kamay," she added.

(And based on social media photos of the private army of Quiboloy, even the 19 is just a small part of all that they have.)

The senator again called on Marbil to cancel all of the firearms licenses of the televangelist, expressing dismay that Quiboloy was given six months to surrender all the firearms.

"Tuloy-tuloy ang double standard kay Quiboloy, di ba? Eh yung mamamayan inimbita sa Senate hearing, dadalo. Hindi niya iintayin i-subpoena, lalong hindi niya iintayin isyuhan pa ng warrant of arrest at lalong-lalong hindi siya tatakas at magtatago sa isine-serve na mga warrant," Hontiveros said.

(The double standard for Quiboloy continues, right? When an ordinary citizen is invited to a Senate hearing, he attends. He will not wait for a subpoena, he will not wait for the issuance of a warrant of arrest, and most especially, he will not hide from a warrant.)

"At ngayon, totoo, pag-surrender ng mga kanselado ng dating lisensyadong mga firearms, de-registered na mga firearms, dapat kaagad yun."

(And it is true, the surrender of canceled firearms should be immediate.)
