MANILA -- The Philippines has extended an invitation for Japan to participate in next year’s Balikatan military exercises between the militaries of the Philippines and the United States, an official confirmed Wednesday.

Because of the lack of time to prepare, the Japanese Self Defense Force will instead be sending observers to this year’s Balikatan exercises, which will start on Monday, April 22.
