Makabayan bloc asks Comelec to clarify new social media guidelines

MANILA — The Makabayan Coalition on Wednesday called on the Commission on Elections (Comelec) to clarify its new social media guidelines, saying the mandatory registration of all social media accounts that will be used for campaign "might affect freedom of expression".

Detailing their concerns on "overbroad scope of the guidelines" and "vagueness of some provisions", Makabayan bloc is specifically pointing out the Article 3 of Resolution 11064.

"Sumulat sa Comelec ang Makabayan upang humingi ng paglilinaw kaugnay ng bagong social media guidelines ng Comelec na nagtatakda ng registration ng LAHAT ng social media accounts na gagamitin pangunahin para sa pangangampanya. May malaking epekto ito sa freedom of expression," they wrote on Facebook.

(The Makabayan wrote to Comelec to ask clarification regarding their new social media guidelines which mandate the registration of ALL social media accounts that will be used in campaigning. This can effect the freedom of expression).

"Bagamat nakikiisa tayo sa paglaban sa disinformation at pag-abuso ng social media, hindi ito dapat nakakaapekto sa karapatang magpahayag at kakayanang magkampanya," they added.

(Although we join the fight against disinformation and the abuse of social media, this should not affect the right to express and capability to campaign.)

Comelec is mandating all the social media platforms "of candidates and parties intending to participate in the 2025 national and local elections and parliamentary elections, and their respective campaign teams, and those created, or managed by any person or entity, other than the candidates or parties themselves, that are primarily designed or primarily used to promote the election" to be registered with the Education and Information Department (EID).

Makabayan mentioned that their call stems from concerns of social media users and netizens who fear that they might also be misconstrued as "disinformation or misinformation, against any party or the electoral process, the COMELEC, and the Philippine election system".

The coalition proposed to have a dialogue with Comelec on November 4, 10 a.m.
