MANILA (UPDATE) - The Philippines has "aborted" its plan to file a diplomatic protest against Turkey, with the top diplomat citing "swift response" from Ankara's envoy in relation to Turkish engagement with the Bangsamoro.

"Aborted. Swift response from the Turkish ambassador. All cleared up," said Foreign Affairs Secretary Teodoro Locsin Jr. in a tweet early Friday evening.

Two hours earlier, Locsin had announced on Twitter that the Philippines was filing a diplomatic protest against Turkey and looking into charges against officials of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

He did not elaborate, but proposed breaking ties with Ankara. He described the still unclear Turkish government action as "a slap at Philippine sovereignty and an attack on our territorial unity and integrity."

At 6 p.m., Locsin tweeted a photo of his meeting with Turkish Ambassador to the Philippines Artemiz Sümer and described it as cordial.

"I met w/ Turkish Amb. Artemiz Sümer to clear up the misunderstanding. We both agreed to continue to coordinate all engagements with BARMM together. I reaffirmed to my good friend Amb. Sümer that my affection for Turkey has only increased w/ the swift resolution of this issue," he tweeted.

Bangsamoro region chief minister Murad Ebrahim recently met with Turkish officials in Turkey.

In a statement, BARMM spokesperson Naguib Sinarimbo said issues Locsin may have had about the may have been raised through the inter-governmental mechanism, as provided under the Bangsamoro Organic Law.

Murad's visit to Turkey from Dec. 11 to 16 was authorized by the Office of the President, he said.

"This venue should have been utilized by the good Secretary to raise his issue," he said.

"It is also worth mentioning that the travel of the Chief Minister was upon the invitation of the Government of Turkey and the corresponding Travel Authority was issued by the Office of the President of the Philippines to the Chief Minister."

He added that the Philippine government was represented by a consul-general in meetings between Murad and Turkish officials.

The BARMM official cited Turkey's "substantial contribution" towards the signing of the 2014 final peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF).

"Turkey continues to play an important role in the implementation of the peace agreement as the Chairperson of the Independent Decommissioning Body which is in charge of putting the weapons of the MILF beyond use. Even as we speak, together with other members of the IDB, it is currently undertaking the decommissioning of 12,000 combatants of the MILF and their weapons," he said.

Locsin should get "better advice to understand the peace process and the critical role played by Turkey in our peace process," he added.
