MANILA - Sea ports in Bicol and Samar resumed operations on Monday due to improved weather conditions as typhoon "Nina" exited the country, providing relief to some 12,000 stranded passengers.

This, after the Philippine Coast Guard lifted the travel ban on 1,046 rolling cargoes, 43 vessels, and 6 motor bancas stranded in different ports.
