MANILA - Foreign Affairs Secretary Teodoro Locsin Jr., on Thursday revealed he refused a Chinese friend's offer last year to send a panda in the country due to problems of some Philippine zoos, where animals have been reported starving and uncared for.

"We can't starve another animal to death in a dead zoo. We're just no good at this," Locsin said in a tweet.

Animal advocate group PETA Asia praised Locsin's move, saying "no zoo in the Philippines can provide even a fraction of the space, diversity, and freedom that animals need."

"Thank you Mr. Locsin for refusing to allow this panda to suffer for the sake of human entertainment," PETA said in a Facebook post.

Chuang Chuang, a male giant panda on loan to Thailand from China died in Chiang Mai last month, leaving Thais to mourn the death of a mammal whose sex life captivated the kingdom.

Millions of social media users in China demanded to know "what killed Chuang Chuang."
