MANILA - Senator Antonio Trillanes IV on Tuesday showed his colleagues a video of him filing his amnesty application form as he sought to debunk the basis of a proclamation from President Rodrigo Duterte.

The proclamation, signed on August 31, cited Trillanes' supposed failure to file an Official Amnesty Application Form and to express his guilt for the crimes that he committed in relation to the 2003 Oakwood Mutiny and 2007 Manila Peninsula incident.

During his privilege speech, Trillanes played a news footage, which he noted, showed his application form and that he was physically present to submit it.

"I swore under oath, dito sa application na ito at diyan, I admitted my guilt based dun sa application form that the Department of National Defense provided," he said.

"Nakalagay din dun at sinabi ng defense officials that merong in-allocate na 15 days for anybody to oppose. Sana itong si Mr. Duterte at Mr. Calida ay hinabol yun. Pero wala," he added, referring to the President and Solicitor General Jose Cailda.

(It is written there and the defense officials also said that there was an allocation of 15 days for anybody to oppose. Mr Duterte and Mr Calida should have raised it then. But there was none.)

"Ngayon, na-affirm yun. (It was affirmed) There was a committee who deliberated yung mga application forms for amnesty and it was approved."

He also pointed out that several media outfits reported the same incident.

"Hindi ko alam saan nagma-magic itong mga taga-Malacañang but siyempre if they want to get rid of a member of the opposition and stifle dissent, they will go through such great length," he said.

(I don't know where the people in Malacañang are pulling magic, but of course if they want to get rid of a member of the opposition and stifle dissent, they will go through such great length.)

He showed an amnesty certificate bearing his name, which he said proved that it went through the correct process before it was granted to him.

The cases of rebellion and coup d e'tat against him were also dismissed and the prosecution did not file any motion for reconsideration, he said.

He then asked what could have been the basis for his impending arrest, when in Duterte's order, the directive was to "lawfully arrest" him.

"Kailangan mo ng warrant of arrest. Sa warrant of arrest, nakalagay dun ang krimen. Kung aarestuhin nila ako dito, papaano ako ngayon, kanino ako magpi-piyansa, anong korte, ano yung krimen?," he said.

(You need a warrant of arrest. In the warrant of arrest, it is indicated what was my crime. If they arrest me, what will happen to me, to whom will I pay bail, which court, what's the crime?)

"Ito yung pinakamalaking kalokohan na ginawa ni Duterte ngayon dahil merong mas malalaki before that," he added.

(This is the biggest nonsense Duterte did today because there were bigger issues before that.)

Trillanes then rallied his colleagues to stand united against efforts to erode their institution.

"I hope maliwanag sa ating hindi natin ito pwedeng payagan. Maaaring magkakaiba man ang ating opinion sa politika, but pag ganito na, institusyon na ang ginigiba, kailangan natin ng dignidad."

(I hope it is clear to all of us that we cannot allow this to happen. Our political opinions may differ but if it comes to something like this, when the institution is being destroyed, we have to have our dignity.)

Trillanes would be the second opposition senator to be jailed during the Duterte administration.

Sen. Leila de Lima has been in detention since February 2017 for her alleged involvement in the illegal drug trade inside the national penitentiary while serving as a justice secretary.
