Department of Transportation Secretary Vince Dizon on Monday ordered an investigation into allegedly illegal operations of some bus terminals in Malibay, Pasay City.

In a surprise inspection on Monday, Dizon found out that at least 4 bus lines were operating in a terminal that does not even have sufficient chairs and waiting area.

The adjacent terminals are located near Evangelista Street corner EDSA.

"Ang hindi ko maintindihan paano pinapayagan mag operate yung mga ganito, hindi ko nga magamit yung salitang terminal kasi hindi naman ito terminal," Dizon said.

(I don't understand why terminals like these were allowed to operate. I cannot even call it a terminal. It's not a terminal.)

Dizon pointed out that schedule of trips are erratic and the services are substandard.

"Yung iba nagbayad ng P1,800, P2,500, tapos wala man lang upuan, ni walang electric fan?" Dizon said.

(Some passengers have paid P1,800, some paid P2,500, and yet there are no chairs, not even an electric fan?)

Dizon added that he's certain the buses do not have permits to operate. He ordered the LTFRB and other agencies to investigate the issue.

Dizon said he will not order the immediate closure of the bus operations since a lot of passengers have booked their trips in those bus lines as they go home this Holy Week.

Meanwhile, Dizon commended the operation of the Paranaque Integrated Terminal Exchange, which as provided a comfortable journey for passengers.

He noted that the interconnectivity in the multi-modal transport setup of the mega terminal is ideal, as it serves as a hub not just for buses but also for other public utility vehicles.

"Itong example ng PITX, ganito dapat ang meron tayo all over, ang iniisip talaga ay ang convenience ng pasahero," he said.

(This is the standard example we should have, one that looks at the convenience of passengers.)

However, he noted some points for improvement, including more restrooms, and the indication of travel and departure time for shorter routes like Cavite.

Dizon said a similar North Terminal Exchange in Valenzuela is in the works, this time, catering passengers in the northern part of Metro Manila.

He also revealed a capsule hotel will be built soon in PITX to accommodate passengers who might need to sleep in the terminal.
