Mayor Sara Duterte then challened Mempin to safeguard the city. She gave Neri a 10 out of 10 rating for leading TF Davao.

"A commander will always be a 10 and will graduate with flying colors kung walang sumabog na bomba, so you are the highest rated TF Davao commander," Mayor Duterte said,

The mayor also challenged the new TF Davao to counter terrorism.

"Isa lang ang idagdag ko sa 'wag matulog, 'wag huminga, ang 'wag mo akong ipahiya, be assured Col. Mempin na susuporta kami, the City Government of Davao will support you para ma-achieve mo ang target mo na zero terrorism incident in Davao City," Mayor Duterte added.

Mempin said he will ensure public safety and protection. He is also asking for the support and cooperation of the people of Davao.

Mempin was previously the chief of Governance and Strategy Management Office of 10th Infantry Division and a battalion commander of 78 Infantry Battalion in Cebu.

He is the 13th Task Force Davao Commander.
