Ex-agri chief Yap faces new pork barrel rap

MANILA - Former Agriculture Secretary and now Bohol Rep. Arthur Yap is facing another case at the Sandiganbayan in relation to the alleged misuse of pork barrel funds.

The Office of the Ombudsman has filed two graft and two malversation cases against Yap and former Nueva Ecija 4th District Rep. Rodolfo Antonino for alleged misuse of discretionary Priority Development Assistance Funds (PDAF).

Yap and Antonino are accused of using P14.55 million in PDAF for projects involving the National Agribusiness Corporation (NABCOR) and non-government organization Buhay Mo Mahal Ko Foundation, allegedly “unilaterally chosen” by Antonino.

Yap supposedly entered into two agreements with NABCOR on the “purported implementation of Antonino’s project,” according to the Ombudsman.

The Ombudsman said the projects “turned out to be non-existent, to the damage and prejudice of the Republic of the Philippines.”

The Ombudsman recommended total bail of P140,000 - P30,000 each for the two graft cases and P40,000 each for the two malversation cases.

Also charged were NABCOR officials Alan Javellana, Rhodora Mendoza, Encarnita Munsod and Maria Guanizo, as well as private individuals Marilou Antonio and Carmelita Barredo.

Yap is also co-accused in four cases against former Misamis Occidental 1st District Rep. Marina Clarete, also in relation to PDAF disbursements. Yap recently posted a P300,000 bail for the Clarete cases.
