MANILA - Weather bureau PAGASA issued a Red Warning Level over Metro Manila and the province of Rizal on Saturday afternoon due to rains caused by the southwest monsoon and enhanced by tropical storm Karding.

PAGASA said flood-prone areas will experience serious flooding and advised residents to take necessary precautionary measures.

The provinces of Bataan, Pampanga, Bulacan and northern Quezon were placed under Yellow Warning level where flooding was threatening low-lying areas.
