MAYNILA - Naghain ng reklamo sa Office of the Ombudsman ang apat na nagmamay-ari ng emission testing centers dahil umano sa ilegal na pagpapasara sa kanila ng isang opisyal ng Department of Transportation.

Batay sa complaint-affidavit, inireklamo si DOTr Usec. Artemio Tuazon Jr. ng usurpation of official functions, paglabag sa Anti-Graft and Corrupt Practices Act, Conduct Prejudicial to the Best Interest of the Service, at misconduct.

Giit ng complainants, walang otoridad si Tuazon na magkansela ng permit ng emission testing centers dahil Usec. for Legal Affairs and Procurement ang may tungkulin nito at hindi siya na isang Usec. for Administrative Service.

Anila, dahil sa ilegal umanong aksyon ni Tuazon, naapektuhan ang kanilang kabuhayan, mga empleyado at pamilya.

Ayon kay Atty. Ariel Inton, abogado ng complainants, walang due process ang pagpapasara sa emission testing centers. Inaasahang madadagdagan pa ang complainants dahil aniya nasa 700 emission testing centers ang ilegal na pinasara nationwide simula noong nakaraang taon.

Sa isang pahayag, sinabi ng DOTr na hindi pa nila natatanggap ang kopya ng complaint pero kapag natanggap na ito, makikipag-ugnayan sila sa Office of the Solicitor General ukol sa mga susunod na hakbang.

"We are saddened by news reports stating that a complaint has been filed by owners of private emission testing centers (PETCs) before the Ombudsman against one of our officials, DOTr. Usec. Artemio Tuazon Jr. We have yet to receive a copy of the said complaint. Once received, we will confer with the Office of the Solicitor General (OSG) on the next steps," saad ng kagawaran.

Ayon sa DOTr, bilang administrative services usec, inatasan din si Tuazon na pangasiwaan ang Franchising Review Staff at ang Investigation, Security and Law Enforcement Service na siyang nagre-review sa mga aktibidad ng emission testing centers bago mabigyan ng permit.
