Ayon kay Romeo Labador, assistance general manager for security and emergency services ng paliparan, nagsasagawa ng maintenance ang backhoe operator ng isang pribadong kompanya sa bahagi ng runway 13-31 nang may matamaan itong matigas na bagay.
Nakita umano ng backhoe operator ang bomba at agad humingi ng tulong mula sa mga pulis at bomb personnel.
Hinukay ng bomb disposal personnel ang bomba at inilagay sa isang secured area.
