'Secret jail' abhorred by Constitution: PNP Internal Affairs

MANILA - The Philippine National Police Internal Affairs Service (PNP-IAS) is now conducting an investigation following the discovery of a secret cell in Station 1 of Manila Police District (MPD).

PNP-IAS Inspector General Alfegar Triambulo said having a secret cell is considered a grave misconduct and serious irregularity.

"Secret detention is abhorred by no less than the Constitution," he said in a text message.

PNP-IAS operatives went to MPD Station 1 on Friday to conduct a thorough investigation.

According to initial reports, eight males and two females were found inside the secret detention cell by the Commission on Human Rights accompanied by reporters.

Meanwhile, PNP Spokesperson Chief Superintendent Dionardo Carlos said the National Capital Region Police Office (NCRPO) has already relieved MPD station 1 commander Police Superintendent Robert Domingo.

"He, together with other personnel involved, will undergo investigation,” Carlos said.

Domingo was replaced by Police Superintendent Albert Barot.

Triambulo said it is possible that MPD Station 1 personnel will be charged with grave misconduct, an administrative case.

According to PNP Human Rights Affairs Office Director Chief Superintendent Dennis Siervo, the case is already under investigation.

"Results of the investigation will serve as their basis for recommending appropriate actions," Siervo said.
