DILG files complaints vs 6 mayors who failed to organize anti-drug councils

MANILA - (UPDATED) The Department of Interior and Local Government filed on Wednesday administrative complaints before the Office of the Ombudsman against 6 mayors who failed to organize Anti-Drug Abuse Councils in their municipalities as mandated by the Dangerous Drugs Board.

DILG Asec. Ricojudge Echiverri filed the complaints against Donsol, Sorsogon Mayor Josephine Cruz; Bucloc, Abra Mayor Gybel Cardenas; Hingyon, Ifugao Mayor Geraldo Luglug; Claveria, Masbate Mayor Froilan Andueza; Mandaon, Masbate Mayor Kristine Salve Hao-Kho; Magallanes, and Agusan del Norte Mayor Demosthenes Arabaca.

Echiverri said the mayors are liable for misconduct and dereliction of their duties when they failed to form the councils in their towns to fight the proliferation of illegal drugs.

“The failure of the respondent to create the local ADAC can be classified as a misconduct in office or a dereliction of duty which is among the grounds for discipline, suspension or removal from office of a local official,” Echiverri said in the complaints.

The DILG said the mayors were reminded on several instances through memoranda to “activate, strengthen and ensure” the functions of anti-drugs councils.

“As can be gleaned above, time and time again, the DILG issued several memorandum circulars to remind and direct the respective local government units to comply,” Echiverri said.

The filing of the complaint comes after the release of the so-called narco-list of President Duterte, with corresponding administrative complaints before the Ombudsman for their alleged involvement in illegal drugs.

According to Echiverri, a total of 80 mayors will face complaints for not organizing the councils while 800 more will be held liable for “low functionality” of the councils they organized.
