Cops used civilians in 'tanim-droga' raid: PNP-IAS

MANILA - Cops caught on CCTV planting drugs inside a BPO company last year also used civilians in the alleged drug raid, the Philippine National Police Internal Affairs Service said Thursday.

PNP IAS chief Alfegar Triambulo said the CCTV video of cops planting narcotics last October 2016 showed a series of violations in police operational procedures including the use of civilians for the operation.

He said at least 2 Chinese civilians and one unidentified individual participated in the alleged drug raid.

"Yung nanakit duon ay dalawang Chinese po yun. Meron pa isang civilian not identified," he said.

He said at least one Caloocan cop - a certain PO3 Mabalot - participated in the operation despite it being beyond his area of operation.

Triambulo said all the police officers being linked to the case have been placed under restrictive custody.

The PNP-IAS is also conducting financial investigation and records checks of the suspects.

The videos taken last October 26, 2016 showed policemen rushing into an office and instructing employees to transfer to a separate room.

The police officers then started rummaging through the desks of the employees. One police officer could be seen taking something from his bag and placing it on the desks.

Sen. Panfilo Lacson earlier said the cops who participated in the operation took 9 million pesos in the "drug raid."

He said the cops stole P7-million via cash transfer while they were doing the raid.

"Kasi ang ginawa sa kanila, yung pitong milyon, tinransfer pa. Ginamit pa yung…siyempre, under duress na yung mga tao. Kinuha yung mga detalye, nakapag-transfer pa gamit yung computer. Nakapag-transfer ng pera na nasa mga P7-million, so ninakawan pa," he said.

On top of this, the cops also extorted an additional P2-million from the owners so that they would not come back.

"Tapos nag-cash out pa yung tao ng mga P2-milyon para hindi na sila perwisyuhin. Talagang pag mga Filipino-Chinese, ganun, bayad lang nang bayad, wag na lang babalik-balikan. Baka patayin pa. Drugs eh."

Lacson, a former Philippine National Police chief, said the police officers were aware that there was a CCTV in the office. However, the supervisor of the company was able to save the video by switching it with a different one.
