Marcos orders review of minimum wages in regions

MANILA — President Ferdinand Marcos Jr. on Wednesday ordered the Regional Tripartite Wage and Productivity Board to conduct a "timely review" of minimum wage rates in the regions.

Speaking at a program in Malacañang on Labor Day, Marcos said that the review should be done within 60 days before the anniversary of its latest wage order. He urged the board to consider the impact of inflation on Filipino workers.

Marcos also called on the National Wages and Productivity Commission "to review its rules to ensure that the boards are able to maintain a regular and predictable schedule of wage review, issuance and effectivity to reduce uncertainty and enhance fairness for all stakeholders." 

Marcos meanwhile called on Congress to pass laws that will support his administration's job creation agenda.

The laws include the Enterprise-based Education and Training Program Law, the Revised Apprenticeship Program Act, and the CREATE MORE law or the law on Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy.

In his speech, Marcos reaffirmed "the government's commitment to champion the rights of Filipino workers, in pursuit of development and prosperity."

This, as he extended his gratitude to Filipino workers for their remarkable contributions here in the country and abroad.

"Gamit ang Philippine Development Plan bilang gabay, nagsusumikap ang pamahalaan upang mapabuti ang kalagayan ng mga manggagawa, mapatatag ang ekonomiya, lumikha ng mga karagdagang trabaho, at masugpo ang kahirapan sa bansa," Marcos said.

(Using the Philippine Development Plan as a guide, the government is working to improve the condition of workers, stabilize the economy, create additional jobs, and curb poverty in the country.)

"My fellow workers, we aim not just for job growth, but for quality and green jobs that are aligned with our vision for a sustainable, human capital-centered economy."

Marcos said the administration will continue to upskill and reskill Filipino workers through partnerships with the private sector.

"I have directed DOLE to prioritize addressing underemployment by promoting training in skills that the local and international labor markets need and ensure that there is placement for those who are going to be trained," Marcos said.

"We are very serious about enhancing the skills of all Filipino workers, marking them job-ready for the technical and digital jobs that would be opened through the investments that we have secured," he said.





 

OFW PROTECTION


Marcos directed the Department of Migrant Workers to strengthen protection of OFWs especially during crisis and emergency situations.

"Towards this end, let us continue to mobilize the P2.8 billion Aksyon Fund and provide protection for distressed OFWs to attain justice and be safe from harm during global crises and emergencies. Let us also likewise provide forms of assistance to OFWs requiring welfare, repatriation, and reintegration services," he said.

He also called the DMW "to ensure safe and ethical recruitment processes and just and humane conditions for OFWs" by strengthening efforts on labor diplomacy at the bilateral and multilateral level.

"Third, let us empower our OFWs as our partners in nation-building. Hence, I have directed the DMW, the DOLE, and all other government agencies to strengthen program coordination and development for the reintegration of returning OFWs," he said.


CONTRACT OF SERVICE, JOB ORDER

Marcos assured Contract of Service and Job Order personnel of the government of his administration's efforts towards an appropriate government structure that will allow them to attain Civil Service Eligibility and become permanent government employees.

Marcos' statement came shortly after he extended the engagement of contract of service and job order workers in government whose contracts will expire in December this year.

"Para naman sa mga Contract of Service at Job Order personnel ng pamahalaan, marahil narinig na ninyo pero uulitin ko po: Tayo ay nag-desisyon na ipagpatuloy ang inyong serbisyo hanggang sa 2025. Pag-aaralan nating mabuti ang angkop na struktura sa pamahalaan. Gagawa tayo ng mga mainam na programa upang matulungan kayong makamtan ang Civil Service Eligibility at maging permanenteng kawani ng pamahalaan," he said.

(As for the Contract of Service and Job Order personnel of the government, maybe you have already heard but I will repeat: We have decided to continue your service until 2025. We will carefully study the appropriate structure in the government. We will create ideal programs to help you gain Civil Service Eligibility and become a permanent government employee.)
