MANILA -- No less than Transportation Secretary Arthur Tugade led the test run of Toyota's new public utility vehicle (PUV).
The Department of Transportation posted photos of the prototype of Toyota's Hilux Class 1 Modern PUV, manufactured under the PUV modernization program.

The Hilux Class 1 Modern PUV is an airconditioned 12-seater vehicle with CCTV, GPS and a dashboard camera.
Each unit costs P998,000, and has passed the government's requirements for the modernization program.

According to Tugade, this proves that modernization need not be expensive.
"Modernization is not expensive, provided that you make the right choice. There is always a cheaper alternative," he said.
