MANILA - Measuring the number of poor Filipinos is vital in achieving the government's goal of lifting millions out of poverty.

In the first half of 2018, the country’s poverty incidence fell to 16.1 percent compared to 22.2 percent during the same period in 2015, according to the Philippine Statistics Authority.
