Ipinahayag ni Pangulong Rodrigo Duterte ang pagnanais niyang bumuo ng komisyong mangangalaga sa kapakanan ng lesbian, gay, bisexual, and transgender (LGBT) sa isang pagtitipon ng LGBT community sa Davao City nitong Linggo, Disyembre 17.

Suportado rin ng pangulo ang same-sex marriage o pag-iisang dibdib ng magkaparehas na kasarian.

"Ako gusto ko, same-sex marriage. Ang problema, we'll have to change the law, but we can change the law. Ang batas kasi, marriage is a union between a man and a woman. I don't have any problems making it, marrying a man, marrying a woman… o whatever is the predilection of the human being," ani Duterte.

Noon lang Marso, nagpahiwatig ang pangulo sa biyahe sa Myanmar na tutol siya sa same-sex marriage.

"'Yon ang kultura nila. E di kayo lang, hindi 'yan pwede sa amin, kay Katoliko kami at there is the Civil Code, which says that you can only marry a woman for me, for a woman to marry a man," sabi ni Duterte noong Marso 19.

Pinasalamatan naman ang Pangulo sina House Speaker Pantaleon Alvarez, at Bataan Rep. Geraldine Roman na isang transgender woman.

Ayon sa pahayag ni Alvarez, nasa komite na ang inihain nilang panukalang batas ukol sa pagsasamang legal ng magkaparehas ang kasarian.

Pero paliwanag ni Roman, mas madaling ipasa ang civil partnership kaysa same-sex marriage.

Tutal, ang habol naman daw ng LGBT community ay karapatan.

"Marriage is a religious term so let them keep that term. What they're interested in are civil rights... It's not because I don't support same-sex marriage pero I want to be realistic," ani Roman.

CIVIL PARTNERSHIP

Dagdag ni Roman, sa ilalim ng House Bill No. 6595 na akda nila ni Alvarez at walo pang ibang kongresista, hindi lang kikilalanin, kundi bibigyan ng kaparehong karapatan ng mga kasal na mag-asawa ang civil partnership.

Magkakaroon ng karapatan ang "civil partners" na mag-ampon at magkaroon ng hatian sa ari-arian.

Papayagan din silang maghiwalay alinsunod sa mga kondisyon ng Family Code para sa mga kasal na mag-asawa.

Ayon sa explanatory note ng panukalang batas, napag-iwanan na ang Pilipinas sa pagbibigay karapatan sa partners na di puwedeng ikasal at marami dito ay galing sa LGBT community.

Nilinaw din ni Roman na puwedeng kahit heterosexual couples o isang babae at isang lalake sa civil partnership kung ayaw nilang magpakasal.

Saad ng bahagi ng panukalang batas: "It is notable however that the Philippines has not made sufficient strides in providing some of the most basic civil rights to couples who are not eligible for marriage under the law. A large part of this affected population is the lesbian, gay, bisexual, and transgender community."

"What we're trying to do is to recognize stable relationships outside marriage... They're also Filipinos and they should be afforded the rights of other Filipinos," sabi ni Roman.

Tugon ng CBCP

Panawagan naman ng Catholic Bishops' Conference of the Philippines (CBCP), dapat magkaroon muna ng dayalogo ng lahat ng stakeholders o lahat ng may kinalamang partido, para matiyak na ang anumang polisiya ay nabuo matapos ang malawakang konsultasyon.

Saad ng pahayag ni Fr. Jerome Secillano, secretary ng permanent committee on public affairs ng CBCP: "The President has the right to say that or to support any measure he likes. But, we also expect that he and the members of Congress will be willing to listen to stakeholders and interest groups about their take on the matter."

"In a way, policies/laws become more effective and responsive when formulated with a greater degree of consultation. Nothing yet is cast in stone. We believe that best way to deal with contentious issues is through dialogue."

Sa ngayon, wala pang naghahain ng bersiyon ng panukala sa Senado kaya mahaba pa ang pagdadaanan ng panukalang batas sa civil partnerships, ayon kay Roman.
