MANILA - The congressional inquiry into the alleged New Bilibid Prisons (NBP) drug trade kicked off Tuesday with a documentary showing an inmate's supposed photos with former President Benigno Aquino III, and former Justice Secretary and now Senator Leila de Lima.

Titled "Inside the Gangster's code," the 2013 documentary by Discovery Channel shows host Lou Ferrante's encounter with convict Jaybee Sebastian, a gang leader in NBP.

Sebastian, convicted of kidnapping and car theft, toured Ferrante in his luxurious quarters, where the walls were lined with photographs supposedly showing the prisoner with high-ranking officials.

"This is the current director of the Bureau of corrections. This is the superintendent and this is me," the inmate described one photo.

Pointing to two more photos, he remarked: "He's the President of the Philippines," and "This is the Secretary of Justice."

Sebastian also offered Ferrante coffee and hot chocolate, and boasted of having a television network inside the NBP, which carries a newscast that he hosts.

The 40-minute documentary was presented by current Justice Secretary Vitaliano Aguirre II while lawmakers deliberated on the granting of witness protection to six people testifying on the alleged proliferation of drug at NBP.

"We are presenting this to show what kind of Bilibid we had before the SAF troopers took over last July 20," Aguirre said at the hearing led by the House committee on justice.

Before the clip ended, House Speaker Pantaleon Alvarez approved the granting of protection to witnesses Rafael Ragos, Jovencio Blando, Rodolfo Magleo, Joel Capones, Jaime Pacho, Herbert Colangco.
