MANILA - Malacañang has declared September 11, Monday, a special non-working holiday in Ilocos Norte province to mark the 100th birth anniversary of the late dictator Ferdinand Marcos.

Proclamation No. 310 said Ilocos Norte residents should "be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies."

Executive Secretary Salvador Medialdea signed the proclamation on behalf of President Rodrigo Duterte.

Marcos was born on September 11, 1917 in the Ilocano town of Sarrat.

Duterte, whose late father Vicente served in Marcos' Cabinet, last year authorized the late strongman's burial at the Libingan ng mga Bayani, saying there were no legal impediments to the interment.
