NDF consultant surfaces; judge grants bail

MANILA - A consultant of the National Democratic Front surfaced at a local court Friday where he was granted bail to attend peace negotiations in Oslo.

NDF Consultant Rafael Baylosis, a member of the Reciprocal Working Committee on Socio-Economic Reforms, surfaced at the Manila Regional Trial Court Branch 32. He was represented by NDF legal consultant Atty. Rachel Pastores of the Public Interest Law Center.

Judge Thelma Bunyi granted him bail of P150,000.

Baylosis is one of the NDF consultants being eyed as a participant in the peace negotiations between the government and the communist insurgency later this month.

He is facing criminal charges in connection with the discovery of mass graves by elements of the Army’s 43rd Infantry Brigade in Sitio Sapang Daco, Barangay Kaulisihan in Inopacan, Leyte on Aug. 26, 2006.

The mass graves reportedly contained the skeletal remains of victims of “Operation Venereal Disease” launched by the CPP-NDF’s armed wing, the New People’s Army, to purge its ranks of suspected military informers and collaborators.
